A ladder placed for a quick maintenance task, a roof inspection, a loading-bay platform or a mobile elevating work platform can all create the same question: does the worker need a working at height qualification before starting? The practical answer is not always a single certificate. What matters under UK law is that the person is competent for the work, the equipment and the conditions they will face.
For employers, competence must be more than a name on a training record. For learners, it should mean leaving training able to make sound decisions, use equipment correctly and recognise when work must stop. The right route depends on the task, the level of risk and the workplace controls already in place.
What counts as working at height?
Under the Work at Height Regulations 2005, work at height is work in any place where a person could fall and injure themselves if precautions were not in place. This includes obvious activities such as roof work, scaffold access and using a cherry picker. It can also include lower-level tasks on ladders, step ladders, loading areas, mezzanines and fragile surfaces.
Height alone does not determine the risk. A short fall onto concrete, machinery or stored materials can cause serious injury. Equally, a task carried out several metres up may be well controlled where suitable edge protection, access equipment and safe systems of work are in place. This is why a generic approach to training is rarely enough.
The regulations require employers, and those who control work, to plan, supervise and carry out work at height safely. They must use competent people. A formal qualification may be the most suitable way to evidence competence, particularly for specialist or high-risk roles, but it is not automatically required for every activity.
What a working at height qualification demonstrates
A recognised qualification or practical training certificate provides evidence that a learner has been assessed against a defined standard. It can give employers reassurance during recruitment, site induction, auditing and investigations. It also gives the learner a clearer record of their capability when moving between employers or contracts.
However, a certificate on its own does not make someone competent forever. Competence is a combination of suitable training, practical skill, knowledge, experience and the ability to apply all of these safely in the job being done. A worker trained to use a step ladder for short-duration stock checks is not necessarily competent to inspect a roof, wear fall-arrest equipment or operate a MEWP.
A good training programme should therefore address the real work environment. It should cover the hazards people are likely to encounter, the equipment they will use and the decisions they must make before beginning a task. Practical assessment matters because safe use cannot be confirmed solely through online learning or a multiple-choice test.
When formal training is likely to be needed
The greater the consequence of a fall or the complexity of the task, the stronger the case for structured practical training and formal assessment. Employers should consider the nature, frequency and location of the work rather than applying one rule to every employee.
Formal training is commonly appropriate where workers use ladders and step ladders regularly, work near unprotected edges, use harnesses and fall-arrest systems, access roofs, erect or alter temporary work equipment, or operate powered access equipment. Specialist work often has established sector schemes and competency routes. Scaffolders, for example, require a different pathway from workers using mobile access towers, rope access systems or MEWPs.
For occasional, low-risk tasks, proportionate in-house instruction may be suitable if it is delivered by a genuinely competent person and recorded properly. Even then, the instruction must be specific. Telling someone to “be careful on the ladder” is not training. They need to know how to select the right equipment, inspect it, set it up, maintain three points of contact where appropriate and identify circumstances in which a ladder should not be used.
Training must match the access method
Choosing a course by title alone can lead to gaps in competence. “Working at height” is a broad subject, while equipment and risk controls vary substantially.
Ladders and step ladders
Ladders can be appropriate for low-risk, short-duration work where a more suitable collective protection measure is not reasonably practicable. Training should cover pre-use inspections, positioning, securing, safe angles, footing, carrying tools and the limits of ladder use. It should also challenge the common assumption that a ladder is always the quickest option. A small task can become unsafe when workers overreach, carry awkward loads or work in busy pedestrian areas.
Harnesses and fall protection
Fall-arrest equipment requires more than knowing how to put on a harness. Learners need to understand anchor points, compatibility, lanyard selection, clearance distances, inspection requirements and the difference between restraint, work positioning and fall arrest.
Crucially, there must be a rescue plan. Suspension trauma can develop quickly after a fall, so relying on emergency services without a site-specific recovery method may not be sufficient. Training that ignores rescue arrangements leaves a serious gap in the system of work.
Towers, scaffolds and roof work
Mobile access towers, scaffolds and roof access present different risks, including instability, fragile surfaces, weather conditions, unauthorised alteration and falls through openings. Users need training appropriate to their role. Someone permitted to use a tower is not automatically competent to assemble or inspect it. Likewise, roof workers need clear controls for access, edge protection, skylights and changing site conditions.
MEWPs and powered access
MEWP operators need practical instruction on the specific category of machine, pre-use checks, ground conditions, overhead hazards, exclusion zones and emergency lowering procedures. The work also involves selecting the right machine for the task. A machine that reaches the required height may still be unsuitable if its outreach, terrain capability or platform capacity is wrong.
Online learning has a role, but it is not the whole answer
Flexible online learning is useful for building knowledge before practical training. It can cover legislation, planning principles, risk assessment, equipment types and common causes of falls. For employers with dispersed teams, it can also make refresher learning easier to organise and record.
But online learning cannot confirm whether a person can fit a harness correctly, position a ladder safely or react properly to an unstable tower. Where practical skill is needed, in-person instruction and assessment should follow. A blended approach gives learners time to understand the theory, then demonstrate safe practice under the guidance of an experienced assessor.
This is particularly valuable for people entering construction, facilities management, logistics or maintenance roles after a career change. Service leavers and other adult learners may bring strong transferable discipline and operational awareness, but they still need training that reflects the equipment, rules and site expectations of their new sector.
What employers should record
Training records are part of demonstrating that work has been planned and supervised properly. They are also useful when staff change roles, equipment is introduced or competency needs reviewing. A clear record should include:
- the learner’s name, role and the type of work covered;
- the date, trainer or assessor, delivery method and assessment outcome;
- the equipment, access methods and limitations included in the training;
- refresher requirements, supervision arrangements and any additional site induction needed.
Records should sit alongside risk assessments, method statements, inspection logs and rescue plans. None of these documents is a substitute for the others. Together, they show how the organisation has considered the work and controlled the risk.
Refreshing competence over time
There is no single refresher interval that suits every working-at-height activity. The right timing depends on how often the work is undertaken, whether equipment or procedures have changed, the complexity of the environment and any incident history. A worker who uses a harness once a year may need closer review than someone using similar equipment regularly under experienced supervision.
Refresher training should also follow a near miss, an accident, a significant change in duties or a concern identified during observation. It is better to address a developing issue early than wait for a certificate to expire. Supervisors play a central role here: they can see whether training is being applied properly in real conditions.
The most useful qualification is not simply the one that fills a compliance file. It is the training that fits the job, is assessed in practice and gives people the confidence to stop when conditions are unsafe. That is the standard worth setting before anyone leaves the ground.
